Oracle Utilities Developer – Job Description
We are hiring a skilled Oracle Utilities Developer for a remote long-term contract opportunity. The ideal candidate will have hands-on experience with Oracle Utilities applications such as Customer Care and Billing (CC&B), Customer to Meter (C2M), and Meter Data Management (MDM). The role requires strong knowledge of Oracle Utilities Application Framework (OUAF) and expertise in Java or Groovy scripting, particularly in WACS integration and business logic customization.
This is a high-impact role within a dynamic team that is implementing and integrating Oracle Utilities solutions for enterprise-level energy and utility providers. You will work closely with business analysts, architects, and technical teams to build, customize, and support Oracle Utilities modules.
Oracle Utilities Developer – Key Responsibilities

Design and develop custom enhancements for Oracle Utilities products including CC&B, C2M, and MDM

Configure and customize Business Objects, UI Maps, Zones, and Portals

Implement Oracle WACS integrations and build custom business logic using Java and Groovy
-
Develop and maintain OUAF-based applications with attention to modular design and performance

Create and support SOAP and REST web services for system integration

Work with Oracle PL/SQL to perform data extraction, manipulation, and modeling
-
Collaborate with cross-functional teams to interpret requirements and deliver high-quality solutions

Participate in solution architecture and technical design sessions

Review and debug application code, conduct unit testing, and resolve defects

Document configuration details, customizations, and technical designs
Oracle Utilities Developer – Required Skills and Qualifications

Strong hands-on experience with Oracle Utilities applications such as CC&B, C2M, and MDM
-
Proven experience with Oracle WACS, including integration and logic customization

Proficiency in Java development and Groovy scripting within Oracle Utilities context

In-depth knowledge of OUAF (Oracle Utilities Application Framework)

Solid understanding of Oracle databases, PL/SQL, and data modeling

Experience building and consuming SOAP and REST web services

Familiarity with BPEL, SOA Suite, or similar middleware technologies

Experience configuring key components like Business Objects, Zones, UI Maps, and Portals

Ability to work independently in a remote environment and collaborate with distributed teams

Strong communication skills and attention to detail
Oracle Utilities Developer – Preferred Qualifications

Experience with utility-specific modules like Field Service, Smart Metering, or Work Management

Prior experience integrating Oracle Utilities with SAP, GIS, or CRM platforms

Familiarity with DevOps practices, CI/CD, and version control tools like Git

Knowledge of Oracle integration cloud services or other cloud-native integration tools

Understanding of security practices for utility data, including encryption and authentication methods

Oracle certifications in Utilities or Java are a plus
