OCM Specialist job in Albany NY with NYS program experience

e are looking for a seasoned Organizational Change Management (OCM) Specialist to support the Integrated Eligibility System (IES) program based in Albany, NY. This hybrid opportunity requires deep knowledge of New York State’s social services systems and experience managing large-scale change initiatives across public sector agencies.

As part of the program’s Organizational Change Management workstream, you will design and implement strategies to help internal and external stakeholders prepare for and adopt system and process changes impacting core Human Services programs.

This position is ideal for professionals with a strong background in OCM, stakeholder engagement, and statewide health or human services initiatives—especially those with hands-on experience in SNAP, HEAP, Public Assistance, Medicaid, Child Care, or Child Welfare programs.


Key Responsibilities of the OCM Specialist Role

  • Lead the design and execution of organizational change strategies for the IES program

  • Conduct readiness assessments and analyze organizational impacts

  • Collaborate with stakeholders across state and county agencies to ensure consistent change messaging

  • Develop communication and training plans tailored to target audiences

  • Facilitate stakeholder network meetings and provide consultative support

  • Deliver toolkits, templates, and frameworks to aid change adoption

  • Ensure that implementation aligns with state agency goals, timelines, and compliance standards

Required Experience and Qualifications for OCM Specialist

To be considered for this role, candidates must meet all of the following:

  • 12+ years of total professional experience

  • 7+ years supporting complex projects in change management or transformation roles

  • 2+ years in a leadership capacity, mentoring teams or directing OCM initiatives

  • 5+ years working in eligibility, enrollment, or case management within Human Services programs like SNAP, HEAP, Medicaid, or Public Assistance

  • 3+ years in a supervisory or mentorship role within New York State government or social services

  • Experience on at least two large-scale state programs involving OCM, training, or system deployment

  • Demonstrated ability to lead cross-functional teams and manage tight timelines

  • Strong track record in developing stakeholder communications and training content
